305 East 51st Street Project – Halcyon Condominium

The Halcyon Condominium is under construction at at 303-305 East 51st Street.  Its developer is HFZ Capital.   Here’s a link to the project’s website.  Curbed.com has published several articles on the project,  The 32-story building at 305 East 51st Street, between First and Second Avenues, will contain 123 units. The one- to four-bedroom units will range from $1.5 million to more than $5 million each.  The building will occupy the same site of the Turtle Bay crane collapse in 2008. Following a February 2014 meeting convened by Assembly Member Dan Quart, attended by HFZ Capital, and representatives of CB6 and Turtle Bay Association, HFZ Capital is sending updates to community members, which will be posted at the CB6 website. Saturday, June 28 through Sunday, June 29:  Since we have topped out (reached the tallest point of the building) there is no longer the need for a crane and we will be completing the process to remove it from the site. In order to continue doing so, and with added layers of security measures in place that go beyond what is required, three lanes along 2nd Avenue remain closed and two moving lanes (including the bus lane) will remain open.  The full closure on 51st Street between 1st Ave and 2nd Avenues, which began on Thursday, will last throughout the weekend.

Our schedule remains for construction to continue on the site from Saturday, June 21 through Sunday, June 29. We have extended the timeline of this update because there is critical new information, contained in this email, which we would like you to note. The schedule will be as follows:

Saturday, June 21: 9:00am – 5:00pm
Monday, June 23 – Friday, June 277:00am – 8:00pm

…Our schedule remains for construction to continue on the site from Saturday, April 5 through Friday, April 11.  The schedule will be as follows:

Saturday, April 5: 9:00am – 5:00pm. Additionally, at 5 pm we anticipate that we will be extending the crane to keep pace with building operations.  This operation will be completed by Sunday morning and it is our final crane extension of the project.
Sunday, April 6: 9am – 5pm. We will be extending the hoist to keep pace with building operations.  Following this operation, there will be two more hoist extensions associated with this project.
Monday, April 7 – Friday, April 11: 7:00am – 9:00pm      Between 6pm and 9pm, we will be installing hoist doors and ramps as well as finishing concrete operations…

On behalf of HFZ Capital, I wanted to update you regarding our construction schedule for today.  On Saturday, March 29 we had intended to extend the hoist six stories to keep pace with our concrete operations. Unfortunately, due to weather and high winds, we could not perform this operation safely and have postponed this until this evening between 6 pm and midnight.

Sunday, March 23  – 9:00 AM – 5:00 PM: We will be making routine repairs and maintenance upgrades to the hoist.
Monday, March 24– Friday, March 28  7:00 AM – 7:30 PM

We have after hours permits for Tue, Wed and Thursday evenings.  At this juncture we will be extending the  crane and the hoist. The purpose of these mobilizations is to allow the crane and hoist the ability to work on the upper floors.  These mobilizations will begin Tuesday or Wednesday morning and last until approximately 6 AM the following morning…

March 11, 2014

…We wanted to update you regarding after hours work that will performed sometime between Wednesday, March 11 to Friday, March 13 from 6 pm until midnight at 305 East 51st Street.  This work is for a particular difficult pouring of concrete that will create the 22nd Floor. Due to the expected inclement weather forecast for later in the week we are uncertain as to which night we will be able to complete this task. Additionally, we will have plumbers on site this week until approximately 7:30 pm who will be working on pipe risers in the core of the building.  There are no lane closures associated with this work and while it is a difficult pour – we are hoping to complete this work in one night but have taken the permit out for other evenings if unforeseen circumstances prevent us from completing….

Feb. 28, 2014 Update from HFZ

Dear Neighbors, On behalf of HFZ Capital, I wanted to update you regarding our construction schedule for the coming week. Our schedule remains that construction will continue on the site from Monday through Friday from 7am – 6pm and on Saturday from 9am to 5pm. Additionally, I wanted to make you aware that we have permits for after hours work from Monday through Friday of this coming week. Our New York City Department of Buildings and Department of Transportation approved after-hours work involves extending the crane from its current height of 250 feet (at the 22nd Floor) to 280 feet (in line with the location of the 25th floor. This mobilization will take place on Tuesday, March 4th from approximately 6:00pm and last until 8:00am.  For safety, there will be lane closures on 51st Street and also along Second Avenue. Please note that we think we will only need one evening to complete  this work but have pulled permits for an additional two days to account for inclement weather or if we are delayed for unseen circumstances. The reason this is done at such a late hour is two-fold:  we perform the operation to coincide with the least amount of pedestrian and vehicular traffic to ensure safety and also to prevent inconvenience to the community by avoiding inevitable traffic issues created by the road closure.  Among the safety protocols we have implemented for this operation include: ·   All work will be performed under the supervision of a NYC Licensed Master Rigger who is on site during this operation. ·  Flagmen will be located along the streets to ensure that all vehicle and pedestrian traffic is halted when we are picking material over streets and sidewalks ·    We have a designated and dedicated a NYC Licensed Site Safety Manager overseeing the entire operation.   All work being performed was engineered by a NYC Licensed Structural Engineer who specializes in crane engineering.  In addition, another voluntary independent peer reviewed was performed, as well as an additional review by the New York City Department of Buildings Cranes and Derricks Division. ·

Representatives from our General Contractor, Triton, will be on site to oversee and coordinate the entire operation. The other after hours permits pulled for the week are for the concrete operations currently underway. While the majority of all concrete work is completed between the hours of 7am to 6pm, after hours permits are pulled in case a small crew needs to remain on site to finish smoothing the concrete with trowels as well as to maintain the temporary to heat to keep the concrete from freezing. Neither of these operations generate loud noise although they do require the hoist (the outside elevators) to remain in service for sporadic use during these hours. Feb. 21, 2014 Update from HFZ

Dear Residents of the Turtle Bay Community, My name is Anthony Marrone and I am the Managing Director of Construction for HFZ Capital Group, the developer of 305 East 51st Street – the construction site located along Second Avenue between 51st Street and 52nd Street, the future site of Halcyon Condominium. At a recent meeting called for by Assemblyman Dan Quart that included representatives from all of the local elected officials, Manhattan Community Board 6 and the Turtle Bay Association we committed to communicate regularly via email to update you on our schedule, milestones and activities that would be occurring on and around the site to keep the neighborhood better informed. Our current schedule is to complete the 32-floor superstructure by late May and that will allow us to have the building almost completely enclosed by mid-Summer.  Our goal is to have all construction completed by Summer 2015. There is currently a partial stop work order in place preventing us from pouring concrete and we are continuing to investigate the incident and working closely with the New York City Department of Buildings.  However, work outside of those prevented activities continues and we are on our regular schedule of Monday through Friday from 7:00am to 6:00pm and on Saturdays  from 9:00am – 5:00pm.
